Our Pre-Apprenticeship Certificate Training (PACT) in Facilities Maintenance is for 18-21 year-olds who have an interest in learning the construction trades.
The Jefferson Parish Youth Council and Workforce Investment Board have authorized HBI to administer our PACT program FREE to eligible youth in Jefferson and Orleans Parishes.
Eligibility for our program is based on Workforce Investment Act (WIA) guidelines: Participants must be between 18 and 21 years of age, not attending school, a low income individual as defined by the WIA, and is within one or more categories: deficient in basic literacy, homeless, runaway, or foster child, pregnant or parenting, offender, or is an individual (including a youth with a disability) who requires additional assistance to complete an educational program, or to secure and hold employment.
Classes are 12 weeks in session, Monday through Friday 830AM-230PM at our Gretna campus location, and will include Life Skills/Career Readiness training and a community service component. Our Instructor, Mr. Levi Lewis, is a 30+ year Vocational and Industrial Educator of Building Trades and Industrial Applications.
Incentive payments are awarded for achievements, and participants can earn as much as $850 by meeting all program goals.

2. Educational Upgrade-Post –TABE $150
3. Initial Placement in Employment, Military, or Post-Secondary Education $150
4. Achievement of the 3 above milestones $150 additional
5. Completion of GED while enrolled in the program- $250 additional
